By December 1, 2025, DHB must submit a detailed report to the Joint Legislative Oversight Committee on Medicaid outlining the proposed reimbursement methodology, implementation timeline, associated costs, and training details. Additionally, the bill appropriates $2.5 million in recurring funds for each year of the 2025-2027 fiscal biennium to the North Carolina Clubhouse Coalition, a nonprofit organization, to support member clubhouses through program maintenance, service expansion, accreditation efforts, and staff professional development. The legislation becomes effective immediately upon becoming law, with key implementation steps beginning on July 1, 2025.
