This bill amends Section 264.107(c) of the Texas Family Code to expand the factors the Department of Family and Protective Services must consider when selecting a foster care placement for a child. Currently, the department must consider whether a placement is in the child's best interest by evaluating if it is the least restrictive setting, closest to the child's home, most able to meet the child's identified needs, and satisfies the child's developmentally appropriate placement interests. The bill adds a fifth factor: the placement's ability to meet the child's long-term needs, specifically focusing on placement stability. This change aims to improve the foster care placement process by encouraging the department to think beyond immediate needs and consider the potential for a more consistent and supportive living environment that can provide ongoing support and continuity for the child. The bill is set to take effect on September 1, 2025, giving the department time to prepare for and implement these new placement considerations.
