This bill authorizes the New York City Department of Transportation to impose a $50 fee on vehicles entering New York City that are registered in states which do not cooperate with New York in sharing driver information for traffic enforcement purposes. Specifically, the fee applies to vehicles from states that refuse to exchange information necessary for imposing fines or penalties related to traffic infractions detected by photo-monitoring devices, such as traffic signal cameras or speed control systems. The department will determine which states' vehicles are subject to the fee and can establish facilities to identify and collect the fee. Operators can pay the fee in cash or by credit/debit card, and if unable to pay immediately, must provide personal and vehicle information for billing. All revenues collected from these fees will be deposited into New York City's general fund. The bill requires the transportation commissioner to develop rules and regulations for implementing this new fee system, and it takes effect immediately upon passage.
