This bill requires certain places of public accommodation and public buildings constructed or renovated after January 1, 2026, to install universal changing facilities to support individuals with disabilities. A universal changing facility is defined as an enclosed, gender-neutral toilet facility designed for people with disabilities and their care providers to address personal hygiene needs. These facilities must include an electronic, height-adjustable adult changing table with safety features, along with amenities like a waste receptacle, toilet, sink, soap dispenser, and paper towel dispenser. The bill applies to a wide range of locations, including theaters, schools, hospitals, museums, transportation stations, and shopping centers over 40,000 square feet. Facility owners must post clear signage indicating the location of these universal changing facilities and comply with specific building accessibility standards. The Texas Commission of Licensing and Regulation is tasked with establishing exceptions for owners who can demonstrate that installing such facilities would create an undue financial burden or is not feasible due to space constraints. The rules for implementing these requirements will be adopted by December 1, 2025, with the full act taking effect on January 1, 2026, aiming to improve accessibility for people with disabilities in public spaces.
