This bill modifies Michigan's Public Health Code to create a streamlined process for obtaining approval to establish certain outpatient imaging services without going through the traditional certificate of need (CON) process. Specifically, the bill allows healthcare providers to file a letter of intent with the state department before initiating, expanding, replacing, relocating, or acquiring services for an outpatient imaging center involving positron emission tomography (PET) scanners, magnetic resonance imaging (MRI) services, or computerized tomography (CT) scanner services. Within 30 days of receiving the letter of intent, the department must verify the services will be provided through an outpatient imaging center and send a written acknowledgment approving the proposed service. The bill defines an "outpatient imaging center" as a facility providing imaging services that is not owned by a hospital and does not charge a facility fee, which is a fee covering operational costs separate from the actual medical service. Providers must receive this written acknowledgment before proceeding with the imaging service, effectively creating an alternative, potentially faster approval process compared to the traditional certificate of need requirements.
