This bill amends the Texas Transportation Code to streamline electronic documentation for motor vehicle title transfers by preventing the Texas Department of Motor Vehicles (DMV) from imposing additional requirements on electronically signed and transmitted documents. Specifically, the bill prohibits the department from requiring two things when a document (including a secure document) is electronically executed and transmitted: first, the electronic signature cannot be mandated to be physically printed or affixed on the document, and second, the DMV cannot demand evidence of stamped invalidation for superseded or previously invalidated titles. The legislation is designed to reduce bureaucratic obstacles in the title transfer process by making electronic documentation more efficient. The bill will take effect immediately if it receives a two-thirds vote from both legislative houses, or otherwise will become effective on September 1, 2025. This change aims to modernize vehicle title transfer procedures by removing unnecessary paper-based requirements and facilitating more digital, streamlined processes.
