This bill establishes a new special license plate program for solar pollinator initiatives and expands the definition of agrivoltaic solar sites. The solar pollinator license plates will be available for various types of vehicles, including passenger automobiles and motorcycles, with applicants required to pay standard registration fees and make minimum annual contributions of $60 to the Board of Water and Soil Resources pollinator account and $25 to the University of Minnesota's College of Food, Agricultural and Natural Resource Sciences for agrivoltaic research. The plate design will be developed in consultation with relevant stakeholders, and the plates can be transferred to another vehicle registered to the same owner for a $5 fee. Additionally, the bill broadens the definition of agrivoltaic solar sites to include various agricultural and conservation practices such as crop production, rotational grazing, pollinator habitat creation, and agricultural commodity production. Solar site owners seeking to claim agrivoltaic status must submit a management plan and practices report for agency review. The license plate program will become effective on January 1, 2026, while the agrivoltaic site management provisions will take effect immediately after final enactment.
