This bill amends Louisiana Revised Statute 29:381 to update the authority and scope of healthcare facilities operated by the Department of Veterans Affairs (VA). The bill expands the eligibility for healthcare services at VA facilities by broadening the definition of who can receive care. Specifically, the bill allows VA healthcare facilities to serve not only war veterans with psychiatric and geriatric conditions, but also other veterans and nonveterans who are deemed eligible under federal regulations, as well as National Guard members and reservists who were not called to active duty under Title 10 of the United States Code. The definition of "war veterans" remains broad, including ex-service members discharged under honorable conditions who served during any U.S. war, including the Korean Conflict, or who served after January 31, 1955, during the Vietnam era. The bill also makes a minor linguistic change, updating "health care" to "healthcare" in the statute's text. This modification aims to provide more inclusive healthcare services for veterans and potentially other service members or individuals who meet specific eligibility criteria.
