AI Summary

This bill addresses multiple aspects of housing policy in North Carolina, focusing on affordability, fair housing, and tenant protections. First, it directs the Legislative Research Commission (LRC) to conduct a comprehensive study on affordable housing, examining availability in metropolitan and rural areas, potential land development, existing housing subsidies, challenges faced by those seeking affordable housing, and best practices from other states. The bill also expands the State Fair Housing Act to prohibit housing discrimination based on "source of income," which includes income from various legal sources like employment, government assistance programs (such as Section 8 vouchers), and nonprofit financial aid. To support workforce housing, the bill appropriates $45 million to the North Carolina Housing Trust Fund and creates additional funding mechanisms by allocating a percentage of certain fees and taxes to the fund. The legislation further protects tenants by prohibiting credit reporting agencies from reporting ejectment lawsuits that do not result in a landlord's judgment and establishes an optional credit reporting program for subsidized housing tenants, allowing them to build credit through consistent rent payments. Additionally, the bill provides $1 million in grants to private landlords who participate in the optional credit reporting program, with the condition that funds be used to improve subsidized housing. The bill's provisions will be implemented at various dates between July and October 2025.
