This bill modifies Texas Election Code provisions related to voter identification requirements by eliminating the previous option for voters who faced challenges obtaining photo ID. Specifically, the bill removes the ability for voters to submit a "reasonable impediment declaration" as an alternative to presenting a photo ID, which previously allowed voters without standard photo identification to vote after signing a declaration explaining their difficulty obtaining proper identification. Under the new provisions, voters will be required to present only one form of photo identification as listed in Section 63.0101(a), effectively tightening voter identification standards. The bill also eliminates several related sections of the Election Code, including Section 63.001(i) which governed the reasonable impediment process, and removes requirements for tracking such declarations. Additionally, the bill makes consequential changes to other sections of the Election Code, such as removing references to the reasonable impediment process from form instructions and translation requirements. The changes will apply to elections ordered on or after September 1, 2025, giving election officials and voters time to adjust to the new requirements.
