This bill modifies the requirements for obtaining a bilingual education supplemental teaching certificate in Texas by introducing a bifurcated certification system. The State Board for Educator Certification will now be required to create rules for issuing supplemental certificates that are specifically tailored to teaching bilingual education for either elementary (6th grade and below) or secondary (7th through 12th grade) students. Additionally, the bill provides more flexibility for individuals taking the Bilingual Target Language Proficiency Test, allowing test-takers who do not initially pass to retake only the sections they failed and potentially demonstrate language proficiency through fewer test components. For example, a person who struggles with a lesson planning component might be able to skip that part of the test. The new certification rules will take effect on September 1, 2025, and the State Board for Educator Certification is expected to propose the specific implementation guidelines as soon as possible after the bill's effective date.
