AI Summary
This bill introduces several comprehensive reforms to the administration of elections in Connecticut, focusing on improving the processing and handling of absentee ballots, streamlining election procedures, and enhancing election security. The key provisions include allowing absentee ballots to be processed up to 14 days before an election (instead of 7 days), requiring registrars to notify voters whose absentee ballots have been rejected and inform them they can still vote in person, mandating that ballots be counted starting at 8:00 a.m. on election day, requiring petition signers to date their signatures, shifting the responsibility for providing municipal candidate petition forms from local registrars to the Secretary of the State, limiting reasons for interrupting vote counting, requiring a comprehensive examination during discrepancy recanvasses, mandating that the Secretary of the State test the election management system and provide demonstrations to local election officials before each election, requiring registrars to display posters helping voters identify their correct voting district during early voting, and appropriating $1.32 million to support early voting administration. These reforms aim to increase transparency, voter accessibility, and the overall efficiency of the election process while maintaining electoral integrity.
