This bill provides a pathway for certain participating entities that previously discontinued participation in the uniform group coverage program for active school employees to rejoin the program. Specifically, entities that left the program on September 1, 2022, can elect to return by providing written notice to the trustee by December 31, 2025, with participation to begin on September 1, 2026. If they choose to rejoin, these entities will be subject to a risk stabilization fee determined by the trustee and will be required to remain in the program until September 1, 2031. The trustee is granted additional authority to establish rules, requirements, and conditions for program participation. The provision is temporary and will expire on September 1, 2031, effectively creating a limited-time window for these participating entities to re-enter the uniform group coverage program. The bill is set to take effect on September 1, 2025, giving affected entities time to consider their options for program participation.
