This bill amends the Texas Water Code to modify the requirements for filing an appeal regarding water, drainage, or sewer rate changes with the Public Utility Commission of Texas. Currently, an appeal must be filed within 90 days of a rate change and be signed by either 10,000 ratepayers or 10 percent of affected ratepayers. The bill introduces a new alternative filing method, allowing an appeal to be initiated by 10 percent of ratepayers within the same customer class who are eligible to appeal. This change provides more flexibility for ratepayers seeking to challenge rate increases by allowing them to appeal based on a narrower group of customers in their specific service category. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise will become effective on September 1, 2025, potentially making it easier for customers to challenge utility rate changes by lowering the threshold for initiating an appeal.
