This bill amends the Texas Education Code to require the State Board of Education to include comprehensive information about adoption in the existing parenting and paternity awareness program for high school health curriculum. Specifically, the bill mandates that the program now include details about the differences between private adoption and foster care, the processes for adopting a child privately or through the state foster care system, and adoption as an alternative to parenting. The program will also explain the process for placing a child for adoption. School districts can develop or adopt additional research-based programs that incorporate this new adoption-related instruction. The bill will apply beginning with the 2025-2026 school year and will take effect immediately if it receives a two-thirds vote in the Texas legislature, or on September 1, 2025, if it does not receive the immediate effect vote. The goal of these changes is to provide students with more comprehensive information about adoption, parenting alternatives, and the legal and personal considerations involved in adoption.
