This bill modifies Texas's Compassionate-Use Program by expanding the medical conditions eligible for low-THC cannabis treatment, enhancing regulations for dispensing organizations, and providing more detailed guidelines for prescription and administration. The bill adds several new qualifying medical conditions, including chronic pain, traumatic brain injury, Crohn's disease, and terminal illnesses, and allows physicians to request additional conditions for treatment. It requires dispensing organizations to register their owners, managers, and members, and establishes new rules for satellite locations where low-THC cannabis can be securely stored. The legislation limits dispensing to packages or devices containing no more than one gram of tetrahydrocannabinols and allows pulmonary inhalation of cannabis under specific medical circumstances. The bill also mandates that the Department of Public Safety issue at least nine new dispensing organization licenses by December 1, 2025, and three more by April 1, 2026, to improve patient access across Texas. Importantly, the bill maintains patient registry confidentiality while allowing patients to request their own information, and it prevents local governments from prohibiting the cultivation, production, storage, dispensing, or possession of low-THC cannabis as authorized by the law.
