Recognizing that 12.3% of New York State residents are 65 or older and that substance use disorders among elderly populations are a growing problem often stemming from isolation, depression, or prescription drug interactions, the bill aims to eliminate barriers to effective SUD services. The demonstration programs will be funded through a competitive request for proposal process, with funds allocated to local governments and non-profit providers. When reviewing funding applications, OASAS will consider factors such as program cost-effectiveness, ability to provide stable long-term services, geographic needs, and capacity to serve elderly persons. Before any expenditures are made, the commissioner must approve a detailed program and fiscal plan that includes specific evaluation criteria, uniform program standards, and requirements for service providers.
