This bill establishes a new provider classification for local public health entities within the child health plan program. The bill's implementation is contingent on legislative appropriation, meaning the Health and Human Services Commission will only be required to establish this new provider type if the legislature specifically funds it. If the necessary funding is not provided, the commission may implement the provision using existing appropriations but is not obligated to do so. The bill will take effect immediately if it receives a two-thirds vote in both legislative houses, or otherwise will become effective on September 1, 2025. Additionally, if federal waivers or authorizations are needed for implementation, the relevant state agency may delay implementation until those are obtained.
