Bill Summary

This act would allow preferred sites (a location for a renewable energy system that has had prior development, including, but not limited to: landfills, gravel pits and quarries, highway and major road median strips, brownfields, superfund sites, parking lots or sites that are designated appropriate for carports, and all rooftops including, but not limited to, residential, commercial, industrial, and municipal buildings) to be developed without being subject to the cap or rate reduction in the net metering statute. This act would take effect upon passage.

AI Summary

This bill modifies Rhode Island's net metering statute to allow preferred sites (such as landfills, gravel pits, brownfields, parking lots, rooftops, and other previously developed locations) to be exempt from the existing 275 megawatt alternating current (MWac) capacity cap on ground-mounted renewable energy systems. The bill specifically adds language that states the maximum capacity restriction will not apply to net metering systems installed on preferred sites or systems mounted on raised structures that allow the ground beneath to be used for other purposes like parking, pedestrian access, recreation, or agriculture. This change aims to encourage renewable energy development on sites that have already been altered or developed, potentially making it easier and more financially viable to install solar and other renewable energy systems without being constrained by the current capacity limitations. The bill would take effect immediately upon its passage, providing a straightforward pathway for renewable energy projects on preferred sites to move forward without being subject to the previous capacity restrictions.
