This bill establishes a risk management pool within the Texas Labor Code to provide insurance coverage for state agencies and institutions of higher education. The bill defines a "risk management pool" as a self-insured retention fund that can be authorized by the Board of the State Office of Risk Management, with the Office serving as the pool's administrator. The pool will be classified as a sponsored policy under existing administrative rules. State agencies subject to Labor Code Chapter 501 (with some exceptions) will be eligible to participate in the pool, allowing them to purchase coverage and use legislative appropriations to pay for associated costs. The provisions will apply only to risk management pools established on or after the effective date of September 1, 2025, with pre-existing pools continuing to be governed by the laws in effect at their creation.
