This bill establishes a School Health and Related Services Program Advisory Council composed of 13 members representing various stakeholders in the education and health services sector. The council will include Texas Education Agency and Health and Human Services Commission employees, school district superintendents and financial officers, special education directors, parents of students eligible for the program, a children's advocacy group member, and a special education services provider. Members will be appointed by the commissioner of education and the executive commissioner, serving staggered four-year terms, with six or seven members' terms expiring every odd-numbered year. The council's primary role is to provide advisory guidance to the agency and commission regarding the implementation, administration, and federal law changes related to a Medicaid reimbursement program for health-related services provided through students' individualized education programs. While members will not receive compensation, they will be reimbursed for travel expenses. The Health and Human Services Commission will provide administrative support, with funding coming through legislative appropriations. The bill requires initial council appointments to be made by October 1, 2025, and will take effect either immediately with a two-thirds legislative vote or on September 1, 2025, if immediate approval is not achieved.
