This bill modifies the Texas Family Code to extend the maximum duration an emergency shelter facility can provide shelter or care for a minor from 15 days to 30 days without additional consent. Specifically, the bill allows an emergency shelter to continue providing services to a minor for up to 30 days after initially commencing care, with two possible exceptions for continued services: first, if the facility receives consent to continue services from the minor in accordance with existing law, or second, if the minor has qualified for financial assistance under Chapter 31 of the Human Resources Code and is currently on a waiting list for housing assistance. The changes apply to emergency shelter or care provided on or after the bill's effective date, regardless of when the shelter or care initially began. The bill will take effect immediately if it receives a two-thirds vote in the Texas Legislature, or otherwise will become effective on September 1, 2025. This modification appears designed to provide more flexibility and time for minors in emergency shelter situations to secure longer-term housing or support.
