This bill designates the Windham School District to provide postsecondary education to inmates of the Texas Department of Criminal Justice by establishing two key provisions. First, the district and the department will enter into a memorandum of understanding (MOU) to administer postsecondary education programs. Second, the bill requires the district to create a postsecondary education advisory board composed of diverse stakeholders, including representatives from the Texas Higher Education Coordinating Board, Texas Department of Licensing and Regulation, Texas Workforce Commission, public institutions of higher education, families of students, education advocacy organizations, and a current or former district student. The purpose of this advisory board is to provide guidance and advice to the department regarding postsecondary education programs for inmates. The bill will take effect on September 1, 2025, which provides ample time for the district and department to develop and implement the required educational programs and establish the advisory board.
