This bill establishes a specialized housing part within the Yonkers City Court with broad jurisdiction over housing-related legal matters. The new housing part will have the authority to handle a wide range of actions and proceedings specifically related to housing standards and enforcement, including imposing and collecting criminal and civil penalties for housing code violations, establishing and foreclosing liens on properties, issuing injunctions and restraining orders, handling summary proceedings to recover possession of residential premises, appointing receivers of rents, removing housing violations, and even initiating special proceedings to vest title in the city for abandoned multiple dwellings. The housing part will be presided over by one or more city court judges assigned by the chief judge, and will have the flexibility to consolidate cases, join parties, and recommend various remedies to enforce housing standards. The bill also provides for pro se clerks to assist individuals without legal representation and ensures that parties retain their right to a jury trial. The new housing part is specifically designed to improve housing maintenance standards and protect the public interest in the city of Yonkers, with jurisdiction limited to properties within the city. The act will take effect on the first of January following its passage into law.
