This bill directs the New York State Commissioner of Taxation and Finance to conduct a comprehensive study of telecommunications service taxes, fees, and assessments. Recognizing the rapidly evolving telecommunications industry, which includes cable, satellite, wired, wireless, and broadband providers, the bill aims to create a more equitable and uniform tax structure. The study will examine the current tax and assessment systems, focusing on ensuring that all end customers pay a fair and proportional share of service assessments, regardless of their service provider. The commissioner, working in consultation with the Department of Public Service, must investigate the fairness of existing tax structures, analyze how different telecommunications providers are taxed, and develop recommendations to streamline tax collection, lower compliance costs, increase service availability, and promote technological expansion and healthy competition across New York. By January 1, 2026, the commissioner must submit a detailed report to key state government leaders, including the governor and legislative leaders, with findings and proposed statutory changes to create a more balanced taxation approach for telecommunications providers and their customers.
