This bill amends the Texas Education Code to expand exemptions from the Texas Success Initiative (TSI) assessment requirements for certain students. Specifically, the bill adds three new categories of students who are exempt from the TSI assessment: (1) certified emergency medical technicians employed by a political subdivision, (2) fire protection personnel as defined by state law, and (3) elected, appointed, or employed peace officers. The TSI is a statewide program designed to ensure that students entering public higher education institutions have the necessary academic skills in reading, writing, and mathematics. The changes will apply to entering undergraduate students at public institutions of higher education beginning with the fall 2025 semester. If the bill receives a two-thirds vote in both legislative chambers, it will take effect immediately; otherwise, it will take effect on September 1, 2025. The bill builds upon existing exemptions for students such as those with prior degrees, active military personnel, veterans, and students in short-term certificate programs, further expanding opportunities for public service workers to access higher education without additional assessment requirements.
