Schools must now provide information about adoption when teaching about sexual health, ensuring students learn about adoption as a viable option. The Health and Human Services Commission will develop and distribute adoption-related informational materials to entities receiving state funds, implement a statewide public awareness campaign, and ensure pregnancy counseling services include adoption information. The bill creates a grant program for nonprofit organizations to develop educational campaigns, training materials, and instructional resources about adoption services. Healthcare facilities receiving state funding must now inform patients about adoption options, including their ability to choose adoptive parents and determine the level of confidentiality. Certified organizations participating in the program will be required to submit annual financial reports, and the commission must provide an annual report to legislative committees detailing program activities. The provisions will take effect in the 2026-2027 school year, with preliminary rules to be adopted by December 1, 2025.
