This bill modifies the composition and appointment process for the public transportation advisory committee in Texas. Currently, members were appointed by the governor, lieutenant governor, and speaker of the house, with each appointing one member from different categories. The bill changes this so that the Texas Transportation Commission will now directly appoint nine total committee members: three representing public transportation providers, three representing transportation users, and three representing the general public. Additionally, the bill clarifies that committee members will now serve at the pleasure of the Transportation Commission instead of the individual officer who originally appointed them. Members will continue to receive no compensation but can be reimbursed for reasonable expenses related to their committee duties. The bill provides a transition period, stating that current committee members will serve under the new rules, and the Transportation Commission must fill any existing vacancies by January 1, 2026. The changes will take effect on September 1, 2025.
