This bill provides a one-time cost-of-living adjustment and supplemental payment for certain retirees and beneficiaries of the Teacher Retirement System of Texas in January 2026. Specifically, eligible annuitants will receive a 2% cost-of-living increase to their monthly benefit and a supplemental payment equal to their gross December 2025 annuity amount. To qualify, annuitants must be receiving certain types of retirement or death benefits, with restrictions based on the effective date of retirement or death (between August 31, 2020, and January 1, 2025, for the cost-of-living adjustment, and before December 31, 2024, for the supplemental payment). The bill excludes certain specific types of annuity payments, such as those for disability retirees with less than 10 years of service or those with statutorily fixed amounts. Importantly, the implementation of these benefits is contingent on the Texas Legislature appropriating sufficient funds to cover the costs without increasing the retirement system's unfunded actuarial liabilities. If adequate funding is not provided, the Teacher Retirement System will not make the adjustment or payment. The bill is set to take effect on September 1, 2025.
