This bill requires the Texas School Safety Center, in collaboration with the Health and Human Services Commission, to develop comprehensive safety protocols and audit procedures specifically for day-care centers. The center will research best practices for emergency preparedness, create safety and security audit guidelines that specify how often and in what manner day-care centers must conduct and report these audits, develop standard emergency response protocol requirements, and provide training and technical assistance to day-care centers. Day-care centers will be required to follow these new standard emergency response protocol guidelines, conduct safety and security audits according to the developed procedures, and report audit results to the Texas School Safety Center in the specified manner. The bill mandates that these procedures and guidelines be developed as soon as possible after the effective date, which is set for September 1, 2025, ensuring that day-care centers will have clear, standardized safety protocols to help protect children in their care.
