This bill establishes new requirements for maintaining overhead electrical power lines associated with oil and gas operations in Texas. Specifically, the bill requires operators of oil and gas wells to maintain overhead electrical distribution system lines that they own or control, in accordance with rules set by the Texas Railroad Commission (the "commission"). If an operator fails to comply with these maintenance rules on land included in or connected to an oil and gas lease, the commission can assess an administrative penalty. The penalties collected under this new provision will be deposited into the oil and gas regulation and cleanup fund, which is used to support regulatory activities and environmental cleanup efforts in the oil and gas industry. The bill amends the Natural Resources Code to add these new maintenance requirements and to update the list of funding sources for the oil and gas regulation and cleanup fund. The new regulations will take effect on September 1, 2025, giving operators time to prepare for the new maintenance standards.
