This bill directs the Texas Education Agency (TEA) to conduct a comprehensive study on recommended standards for school district facility maintenance and custodial services. The study will analyze various aspects of school facility maintenance, including examining the square footage of different types of school facilities (elementary, middle, and high schools, as well as administrative buildings), determining appropriate custodial workloads, and identifying the specific tasks and time requirements for maintenance and custodial staff. The agency must consider the number of custodial employees, available resources, and the time needed to complete maintenance tasks effectively. By December 1, 2026, TEA must submit a report to the legislature detailing the study's findings and recommendations, which may include suggestions for additional funding or resources needed to meet the proposed maintenance standards. The bill will expire on September 1, 2027, and will take effect either immediately upon receiving a two-thirds vote in the legislature or on September 1, 2025, if it does not receive the necessary immediate approval.
