This bill creates a comprehensive statewide database managed by the Texas Comptroller that will collect and maintain detailed information about bonds, taxes, and related projects for all taxing units (such as cities, counties, school districts) in Texas. The database will include specific details like bond ballot language, election results, projected tax rates, projects funded by bonds, actual use of bond proceeds, and annual debt service requirements. Taxing units will be required to submit current and historical tax and bond information annually by August 7, with a one-time requirement to provide historical data from 2015-2025 by January 1, 2026. The database will be publicly accessible online through Texas.gov/PropertyTaxes at no cost, and will feature a report generation function that allows users to view information disaggregated by geographic area. If a taxing unit fails to provide the required information, they will receive a written notice and could be subject to a $1,000 civil penalty, which can be recovered by the attorney general. The Comptroller will have the authority to develop rules and procedures for the database, and may even contract with third parties for its development and maintenance, with the goal of creating a transparent, centralized resource for taxpayers to understand local government financial activities.
