This bill modifies the existing Texas Transportation Code by reducing the number of design-build contracts that the Texas Department of Transportation (TxDOT) can enter into during each state fiscal biennium (a two-year budget period) from six to two contracts. The change limits the department's ability to use design-build procurement methods, which are contract arrangements where a single entity is responsible for both the design and construction of a project. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers, as permitted by the Texas Constitution. If it does not receive the required supermajority vote, the bill will automatically take effect on September 1, 2025.
