This bill establishes a comprehensive Safe School Bus Site Development Work Group to evaluate and improve school bus stop safety in Minnesota. The work group will comprise a diverse membership of 25-30 representatives from various state agencies, legislative bodies, transportation groups, school districts, disability councils, and transportation safety organizations. Their primary task is to conduct an in-depth analysis of school bus stop safety, including examining current policies, analyzing transportation-related incidents, and developing best practices for bus stop placement. The work group will consider critical factors such as risk assessment, traffic flow, pedestrian accessibility, visibility, community engagement, and public awareness. They will create a standardized approach to bus stop selection that considers safety criteria, road conditions, student accessibility, and environmental factors. The group is required to meet at least 12 times, produce an interim report by March 1, 2027, and a final report by May 1, 2027, with recommendations for legislative and policy changes. After submitting their report, the commissioners of transportation, public safety, and education will develop guidelines for local school districts to implement these recommendations. The work group will expire on June 30, 2027, and is funded through a one-time appropriation from the general fund.
