This bill amends the charter of the town of Millis by adding a new provision that expands the town administrator's authority regarding financial approvals. Specifically, the town administrator will now have the power to approve all payroll and expense warrants for payment of town funds, and such approval will serve as sufficient authorization for the town treasurer to process payments. In cases where the town administrator is absent, the select board will be responsible for approving these warrants. Similarly, if there is a vacancy in the town administrator's office, the select board can either directly approve the warrants or delegate this responsibility to a temporary town administrator. The bill will take effect immediately upon its passage, and it includes a provision allowing the General Court (Massachusetts state legislature) to make reasonable variations to the legislation, but only after consulting and receiving approval from the Millis Select Board.
