This bill establishes a one-time supplemental payment program for eligible annuitants of the Teacher Retirement System of Texas (TRS). The supplemental payment will be made no later than January 2026 and will be equal to the lesser of the gross amount of the recipient's regular monthly annuity or $3,000. To be eligible, an annuitant must be receiving a standard retirement, optional retirement, life annuity, guaranteed period annuity, or alternate payee annuity payment, with the retirement or death date occurring on or before December 31, 2024. The payment is additional to the regular monthly annuity and will be subject to standard tax withholdings. Certain types of payments are excluded, such as disability retirees with less than 10 years of service and specific survivor benefits. Critically, the supplemental payment is contingent upon the Texas Legislature appropriating sufficient funds specifically for this purpose, beyond the state's standard contribution to the retirement system. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers.
