This bill modifies the requirements for publishing public notices in newspapers when a publication is interrupted or no qualified newspaper is available. Specifically, the bill provides clear procedures for what happens if a newspaper stops publishing during a required public notice. If a public notice is court-ordered, the court can amend the original order to designate another newspaper. If the notice is required by law, rule, or ordinance, publication can be completed in any other qualified newspaper. Importantly, if no qualified newspaper is available, the bill now requires the political subdivision to post the public notice on its own website and on the Minnesota Newspaper Association's statewide public notice website at no additional cost. This ensures that important public information remains accessible even when traditional newspaper publication is not possible. The bill provides flexibility for local governments while maintaining transparency by mandating alternative publication methods. The changes will take effect the day after final enactment.
