This bill modifies requirements for substance use disorder comprehensive assessments and treatment provider qualifications in Minnesota. The first section expands who can conduct comprehensive substance use disorder assessments, now allowing not just alcohol and drug counselors, but also mental health professionals with addiction training, clinical trainees under professional supervision, and registered nurses with specific addiction training. The bill specifies that these assessments must still be completed within five calendar days of service initiation and requires documentation if the assessment cannot be completed on time. The second section updates treatment coordination provider qualifications, broadening the paths to qualification by adding options like having a bachelor's degree with supervised experience, maintaining certification from the Upper Midwest Indian Council on Addictive Disorders, or being a qualified mental health practitioner. The bill also requires monthly supervision for treatment coordinators. Additionally, the third section directs the commissioner of human services to conduct a study, in consultation with various professional boards, to examine and recommend ways to remove limitations on licensed health professionals providing substance use disorder treatment services within their professional scope of practice, with a report due by January 15, 2027.
