This bill requires every public school to develop and implement a comprehensive policy regarding the use of personal electronic devices (such as smartphones, tablets, and smartwatches) on school grounds and during school-sponsored activities, with the primary goals of reducing distractions and maintaining a focused learning environment. The policy must prohibit students from physically accessing these devices during the school day, with specific exceptions for students who need assistive technology for 504 plans, individualized education plans (IEPs), medical needs like glucose monitoring, or language access programs for emergent multilingual learners (MLLs). These exceptions must be documented in the student's plan and approved by the appropriate team, and students with exceptions cannot be segregated from other students. The school committee, in collaboration with the superintendent or charter school board and collective bargaining agents, must develop the policy, which should be systematic and minimize potential conflicts. The bill also restricts school officials from searching the contents of personal electronic devices held by the school. Additionally, the department of elementary and secondary education is required to provide guidance and recommendations for implementing these policies, which must be reviewed annually and made publicly available. Each school district and charter school must file their personal electronic device use policy with the education department, and the act will take effect on August 1, 2026.
