This bill requires electric and gas corporations serving customers in New York to provide two new types of billing transparency. First, every billing statement must include a "tariff cost estimate" that clearly explains any price increases resulting from federal or international tariffs on imported or exported goods, services, or materials. Second, each customer bill for delivery services must include an itemized breakdown of nine primary cost components in the delivery portion of the bill, such as executive compensation, repairs and maintenance, depreciation of utility assets, interest on loans, property taxes, income taxes, shareholder returns, and payments to parent companies. These cost allocations must be expressed in dollars and based on the utility corporation's most recent rate plan approved by the state commission. The Public Service Commission will determine the specific format and calculation method for these disclosures, which can appear on the bill face or as a supplemental statement. Utility corporations must update these allocations annually to reflect the most recent approved revenue requirement, with the goal of providing customers with a more transparent understanding of their utility bill costs.
