This bill modifies the Texas Semiconductor Innovation Consortium's structure and responsibilities by updating its operational framework. The consortium, an advisory panel to the governor and legislature, will now focus on providing advice and input to the office regarding semiconductor innovation, rather than developing strategies independently. The bill requires the office to employ an executive director to assist the consortium, and changes the executive committee's duties to include providing advice on a comprehensive statewide strategic plan and soliciting recommendations on funding and research opportunities. The biennial reporting requirements are also modified, shifting the responsibility for preparing and submitting the report from the executive committee to the office, and removing the requirement to submit the report to the governor. The report will continue to outline the consortium's activities, funding opportunities, legislative recommendations, potential grants, and research accomplishments. The bill will take effect immediately if it receives a two-thirds vote in both legislative houses, or on September 1, 2025, if it does not receive the necessary immediate approval vote.
