This bill amends the Rhode Island General Laws to require retailers to provide equal access to food product discounts for in-store customers that are currently only available through digital coupons. Specifically, the bill defines a "digital coupon" as a store coupon or discount instrument that can only be obtained and used through a personal computing device. When retailers advertise food items with a digital coupon discount, they must now offer consumers alternative methods to obtain the same discounted price, such as paper coupons, electronic kiosks in the store, or point-of-sale price adjustments. These alternative methods must be readily available and easily accessible to customers who may not have or want to use a personal computing device. The bill also includes provisions requiring clear price advertising and adds a severability clause to ensure that if one part of the law is found unlawful, the rest remains in effect. Retailers who violate these provisions can be fined up to $500, and the law is set to take effect on January 1, 2026, giving businesses time to prepare for the new requirements.
