This bill allows metropolitan planning organizations (MPOs), which are regional transportation planning bodies, to designate up to 10 percent of public highway lane miles within their boundaries as "metropolitan lanes" through a majority vote of their policy board. Once a lane is designated as a metropolitan lane, governmental entities can implement projects that either enhance transportation efficiency or improve road user safety, with approval from the governing body that has primary jurisdiction over that lane. Specifically, these projects can include creating transit priority or high-occupancy vehicle lanes to increase highway capacity for public transportation, rail, or high-speed rail, or they can optimize the highway for alternative transportation modes such as pedestrians, cyclists, and users of personal mobility devices. The bill will take effect on September 1, 2025, providing MPOs with a new tool to reimagine and potentially improve highway usage in their regions.
