This bill amends the executive law to modify how state funds are distributed for the Supervision and Treatment Services for Juveniles (STSJP) program. Specifically, the bill requires that eligible municipalities receive funding equivalent to at least their last approved STSJP program plan, regardless of whether they submit a new plan in the current year. The funds are intended to support diversion services for youth at risk of, alleged to be, or adjudicated as juvenile delinquents, youthful offenders, or adolescent offenders, with the goal of preventing their placement in detention or residential care. The bill mandates that at least 50% of the allocated funds must be provided to community-based organizations working directly with these youth. The funding will be distributed annually, subject to available appropriations, and municipalities can still seek additional funds for their STSJP program plan in the current year. The bill takes effect immediately and applies to state fund distributions for the STSJP program from its effective date forward.
