This bill creates an Organized Oilfield Theft Prevention Unit within the Texas Department of Public Safety (DPS) to combat theft of oil and gas equipment and related petroleum products. The unit will have statewide jurisdiction but will primarily operate in the El Paso border region, with potential for additional regional offices. The unit is authorized to investigate and arrest individuals for offenses related to stealing oil and gas equipment or petroleum products, as defined in the Texas Penal Code. Key responsibilities include developing specialized training for local law enforcement, conducting public outreach and awareness initiatives about oilfield theft, and maintaining a centralized database to track these types of criminal activities. The unit will be supervised by a designated command structure within DPS, and the director must establish rules for procurement, personnel training, and working conditions. Additionally, the unit is required to submit a biennial report to state leadership detailing its activities, effectiveness, arrest statistics, and recommendations for improving its operations. The bill will take effect immediately if it receives a two-thirds vote in the Texas Legislature, or on September 1, 2025, if it does not receive the required immediate effect vote.
