The bill expands the applicability of these provisions by removing previous population and organizational restrictions, and clarifies that certain types of projects, such as linear transit projects with multiple stops and water infrastructure projects involving treatment facilities, well fields, pump stations, water storage, and pipelines, can be considered single integrated projects. The bill aims to provide governmental entities with more options and flexibility in managing complex infrastructure construction and rehabilitation projects, with the new provisions set to take effect on September 1, 2025.
