This bill creates the Texas State Guard Professionalization Task Force, a group composed of high-level state officials or their designees from agencies like the Department of Public Safety, Texas Division of Emergency Management, Texas Department of Transportation, and Texas A&M Forest Service. The task force, chaired by the adjutant general, will be responsible for examining the Texas State Guard's state missions and operations through research methods like statistical analyses and focus groups, identifying critical current and future needs, challenges, and potential threats to the organization. The group will develop strategies to professionalize the Texas State Guard, improve its capabilities, and recommend policy priorities and budgetary needs to the adjutant general and governor. By August 31, 2026, the task force must submit a comprehensive report detailing their findings and recommendations, after which the task force will expire on September 1, 2026. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise on September 1, 2025.
