This bill requires the Texas Higher Education Coordinating Board to develop a financial aid displacement advisory to help students understand how their financial aid might be reduced when they receive additional scholarships or grants. The advisory must include a prominent statement explaining financial aid displacement and a list of common reasons why gift aid (grants, scholarships, and other financial aid that doesn't need to be repaid) might be revised or reduced. Each public institution of higher education must include this advisory in their admission application or provide a link to it, and must also provide clear information about how to apply for gift aid, important deadlines, recommendations for maximizing financial aid awards, strategies to prevent aid reduction, and contact information for financial aid guidance. Institutions must implement these requirements beginning with the 2025-2026 academic year, with the goal of helping prospective students better understand and navigate the complex process of financial aid and potential reductions in their awards.
