This bill establishes a 23-member Commission to study the potential creation of a National Museum of Irish American History in Washington, DC. The Commission will be composed of members appointed by the President, congressional leadership, and will include both voting and nonvoting members who have expertise in Irish-American history, museum administration, fundraising, or cultural studies. The Commission's primary responsibilities include developing a comprehensive report for Congress and the President that explores key issues such as museum collection availability, potential locations, organizational structure, community engagement, and construction and operational costs. The Commission will also create a fundraising plan to support the museum's establishment and ongoing maintenance without relying on federal appropriations, and will seek an independent review of this plan's viability. Members will serve without pay but receive travel expenses, and the Commission is authorized to solicit gifts and bequests to support its work. The Commission is set to terminate 30 days after submitting its final reports, which must be completed within 24 months of its first meeting, and is authorized to receive up to $2.1 million in the first fiscal year and $1.1 million in the second fiscal year to carry out its activities.
